We are seeking a highly experienced COBOL Architect for a 30-month engagement with the State of New York in Albany. This role will focus on the design, development, and implementation of COBOL-based solutions to resolve critical data quality issues within a legacy enterprise system. You will possess a strong architectural mindset, demonstrated expertise in data transformation, and experience working with complex mainframe environments. The role involves end-to-end software lifecycle responsibility-from requirements gathering to post-deployment validation-and calls for leadership in technical standards and design.
WORKSITE: 100% Onsite, Albany, New York
WORK SCHEDULE: Full-time, Monday-Friday, Standard Business Hours
PAY RATE: $56/hour
WHAT YOU'LL DO:
Lead the analysis, architecture, and design of COBOL-based systems to support remediation of data quality issues for enterprise applications
Develop detailed application specifications and data transformation logic based on business requirements and integration points with COTS vendor solutions
Write, test, and validate complex COBOL and JCL programs; perform system-level unit testing and document results thoroughly
Collaborate with analysts, system administrators, and QA teams to define test plans, troubleshoot issues, and support QA and UAT efforts
Conduct data analysis, profiling, and quality assessments to identify root causes of data anomalies and design corrective solutions
Oversee the controlled deployment of new and modified programs into production environments using tools like Endevor and CA-InterTest
Serve as a technical lead and architecture authority, guiding junior developers and ensuring adherence to standards, tools, and architectural best practices
Participate in post-implementation reviews, monitor performance, and make necessary enhancements to ensure continued data integrity and system performance
WHAT YOU'LL BRING:
A minimum of 15 years of professional experience in COBOL application development and mainframe-based architecture within enterprise environments
Extensive knowledge and hands-on experience (7 years+) with COBOL, JCL, DB2/SQL, VSAM, CA-InterTest, and Endevor on z/OS 4.2.0 or v3.2 platforms
Demonstrated success leading development efforts and technical teams, with 6+ years of lead programmer experience, including task delegation, code reviews, and mentoring
Expertise in data quality remediation with at least 5 years of experience in data analysis, design, and resolution strategies for large-scale datasets
Strong problem-solving skills, ability to work independently and in team environments, and excellent verbal and written communication abilities
Familiarity with state government systems and public sector compliance standards is a plus
A high level of attention to detail, accountability, and a proactive mindset toward continuous improvement and technical excellence
